Innovative Aspects of Improving Energy Consumption and Resource Efficiency in Central Asian Countries

This article examines the key aspects of improving energy efficiency and resource conservation in the industrial sectors of Central Asian countries (Kazakhstan, Uzbekistan, Kyrgyzstan, and Tajikistan), based on up-to-date data from the International Energy Agency (IEA), the United Nations (UN), the Central Asia Regional Economic Cooperation (CAREC) Program, and other authoritative sources. The study analyzes current levels of energy consumption, technical losses, and the potential of renewable energy sources. Empirical data are presented on energy efficiency levels, the share of renewable energy in the energy mix, cross-border infrastructure projects (e.g., CASA-1000 and TAPI), and projected investment volumes up to 2030. The research employs comparative analysis, trend regression analysis, scenario modeling based on the CAREC Energy Outlook 2030, and SWOT analysis of key industrial sectors. The findings identify priority sectors-namely mineral-chemical, metallurgical, and energy industries-where energy intensity can be reduced by 15-25% by 2030. The study also confirms the significant potential for resource savings through the implementation of circular economy principles and advanced technologies. Based on the results, several policy recommendations are proposed, including the stimulation of private investment, reform of tariff regulation, implementation of energy efficiency standards, strengthening of regional cooperation, and workforce training in renewable energy and circular economy practices. The results demonstrate a substantial potential for reducing CO₂ emissions and enhancing regional energy security. Scenario modeling indicates that under realistic implementation of CAREC 2030 targets, industrial energy consumption in the region could be reduced by approximately 20%, and up to 30% under Net Zero Emissions (NZE) pathways. These outcomes align with global targets to double the rate of energy efficiency improvements by 2030 (COP28) and significantly reduce CO₂ emissions.
